講演の要旨

アメリカ移民政策からの示唆－日本が学べることは何か？－

　少子高齢化が進む中、日本では外国人の受入れについての議論が高まっている。労働者不足に対応するため、1993年に導入された外国人技能実習制度は、数回の改正を経て、様々な職種で外国人労働者の受入れを拡大して来た。その一方で、難民受け入れについては、一貫して認定数は少なく、今年の6月には、難民申請中でも送還可能とするより厳しい改正出入国管理及び難民認定法（入管法）が成立したばかりである。これらの事例は、労働者は歓迎だが、難民には不寛容な日本政府の姿勢を如実に表している。
　アメリカは、建国前から多くの移民を受け入れてきたが、社会・経済的要因に左右されながら、その受入れ政策を変更してきた。過去に実施した移民政策の意図しない帰結として、不法移民が増加し、大きな論争が起きている。また、アメリカの南部国境に押し寄せている中南米からの庇護申請者の増加も注目を浴びている。
　今回の例会では、現在のような状況に至ったアメリカのこれまでの移民政策を紹介し、アメリカの経験から、日本は何を学ぶことができるのか、検討したい。また、これから日本が取るべき「移民」政策はどのようなものなのか、参加者の皆様と一緒に考えてみたい。

Implications from U.S. Immigration Policy: What Japan Can Learn from the American Experience

　As Japan’s birthrate declines and the population ages, there has been debate on policies to accept foreign nationals into the country. The Technical Intern Training Program, introduced in 1993 to address the shortage of workers, has expanded residence status for foreign workers for a variety of occupations. On the other hand, the number of refugees admitted to Japan has been consistently low. These cases clearly indicates that the Japanese government takes a welcoming attitude toward foreign workers but an intolerant stance against refugees.
　The United States has welcomed many immigrants since the colonial era but has changed its immigration policies depending on social and economic factors. An unintended consequence of some immigration policies in the past is an increase in illegal immigration, which has caused great controversy. The increase in asylum seekers from Latin America flooding the U.S. southern border has also drawn attention.
　At the Kansai Forum meeting, I would like to introduce the U.S. immigration policy to date that has led to the present situation and examine what Japan can learn from the U.S. experience. I would also like to discuss the “immigration” policy Japan should adopt in the future with participants.

藤重仁子先生について

大阪外国語大学外国語学部英語科卒業、同大学院外国語学研究科英語学専攻（修士課程修了）、同大学院言語社会研究科言語社会専攻（博士後期課程修了）。博士（言語文化学）。2017年より現職。研究分野はアメリカ移民史。関心のあるテーマは、医療従事者のアメリカへの移動、アメリカの移民と補完代替医療など。
