講演の要旨

アイゼンハワーと「聖域としての宇宙」

近年、中国・ロシアによる軍事宇宙活動の拡大や、米国宇宙軍の創設により、宇宙利用をめぐる国際環境が不安定化しつつある。これにより、アイゼンハワー政権期に起源を持つ米国「平和のための宇宙（Space for Peace）」の維持は困難に直面している。本報告では、アイゼンハワーがなぜ冷戦下において平和目的の宇宙政策を採ったのか、政策決定過程における科学者の役割に焦点を当てつつ検討を行いたい。

Eisenhower and “Space Sanctuary”

In recent years, the expansion of military space activities by China and Russia and the creation of the U.S. Space Force have destabilized the international environment for the use of space. As a result, the U.S. “Space for Peace” policy, which originated in the Eisenhower administration, is struggling to maintain its goals. This study examines why Eisenhower adopted the Space for Peace policy during the Cold War, focusing on the role of scientists in the policy-making process.
