講演の要旨

「自発的隷従」の日米関係史――日米安保体制の論理と心理

戦後日米関係の原点である、サンフランシスコ平和条約と日米安保条約が1951年に締結されてから70年以上経つが、日米関係を「対等な関係」とは程遠いものにしている要因は何なのか。戦後から今日に至るまでの日本政府の「対米追従」は、どのようにして「日本が望んだ」ものとなっていったのか。「対米従属」や「対米隷従」と言われる対米姿勢は、政府あるいは国民が、それとも双方が、主体的に選んだ選択肢なのか、それとも米国の圧力の下で選ばざるを得なかった選択肢なのか。本報告はこれらの問題を、特に日本の視点に着目しつつ、政治・文化・思想・価値観などを中心に考察する。また本報告は、今後の日米関係のあり方について提言を試みる。

Voluntary Subordination: The Logic and Psychology of the U.S.-Japan Security System

More than 70 years have passed since the San Francisco Peace Treaty and the Japan-U.S. Security Treaty were signed in 1951, the starting point of postwar Japan-U.S. relations. What factors have made the Japan-U.S. relationship far from “equal”? How did the Japanese government’s “obedience to the U.S.” from the postwar period to the present become what “Japan wanted”? Is the attitude toward the U.S., which is called “subordination to the U.S.” or “subjugation to the U.S.,” a choice that the government, the people, or both sides made voluntarily, or is it a choice they had to make under pressure from the U.S.? This presentation will examine these questions particularly from the Japanese perspective, focusing on politics, culture, ideology, and values. This presentation will also try to make suggestions on the future Japan-U.S. relationship.

松田武先生について

1979年、ウィスコンシン大学大学院歴史学研究科修了（Ph.D.）。大阪大学名誉教授、元大阪外国語大学副学長、元京都外国語大学学長。専門はアメリカ史、アメリカ対外関係史、日米関係史。著書に、『戦後日本におけるアメリカのソフト・パワー――半永久的依存の起源』（岩波書店、2008年）、『地球人として誇れる日本をめざして――日米関係からの洞察と提言』（大阪大学出版会、2010年）、『対米依存の起源――アメリカのソフト・パワー戦略』（岩波書店、2015年）など。

Takeshi Matsuda is Professor Emeritus of Osaka University and former President of Kyoto University of Foreign Studies. He received his Ph.D. in history from the University of Wisconsin in 1979. Matsuda specializes in American history, history of U.S. foreign relations, and history of Japan-U.S. relations. He is the author of American Soft Power in Postwar Japan: The Origins of Semi-Permanent Dependence (Iwanami Shoten, 2008), Toward a Japan to be Proud of as a Global Citizen: Insights and Suggestions from Japan-US Relations (Osaka University Press, 2010), and The Origins of Japan’s Dependence on the United States: America’s Soft Power Strategy (Iwanami Shoten, 2015).
